Capacidades militares al servicio de la Estrategia Europea de Seguridad

Abstract

La aprobación de la primera Estrategia Europea de Seguridad (EES) a finales de 2003, fue seguida de un importante programa sobre el desarrollo de las capacidades militares a disposición de la Política Europea de Seguridad y Defensa (PESD), conocido como “Objetivo principal 2010”. Este documento ha venido orientando desde entonces los esfuerzos de la UE para lograr antes de ese horizonte temporal varios objetivos sustanciales, algunos de los cuales ya se han alcanzado. Entre los objetivos propuestos, figuraban dos de especial relevancia: la creación de la Agencia Europea de la Defensa (EDA), en funcionamiento desde 2004 y la generación de unas fuerzas militares de respuesta rápida, los battlegroups, operativos desde 2007. Este artículo pretende abordar el triángulo que, con base en la EES, forman los battlegroups y la EDA como elementos dinamizadores de todo el desarrollo de capacidades militares de la Unión Europea y fórmulas para impulsar una creciente convergencia en su dimensión de seguridad y defensa

The passing of the first European Security Strategy (ESS) at the end of 2003 was followed by the “Headline Goal 2010”, an important programme concerning the development of the military capacities of the ESDP. This document has since worked as a headlight, orienting the efforts of the EU to accomplish before that deadline several substantial targets, some of which have already been fulfilled. Among the proposed tasks, two stand in the forefront: the creation of the European Defence Agency (EDA), operational since 2004, and the generation of an armed forces system capable of rapid response, the battlegroups, operational since 2007. This article aims to address the triangle based on the ESS and completed by the battlegroups and the EDA as dynamizing elements of the whole development of the military capacities of the European Union, and as means to boost a growing convergence in its security and defence dimensions.
