Las participaciones locales en ingresos de las Comunidades Autónomas: una cuestión pendiente

Abstract

Tras exponer algunas de las razones que explican la falta de un auténtico desarrollo de las participaciones locales en los tributos de las Comunidades Autónomas, el trabajo analiza los títulos competenciales que podrían habilitar una intervención del Estado dirigida a conseguir la efectiva implantación de este recurso financiero que el art. 142 de la Constitución considera fundamental para la garantía de la suficiencia financiera, proponiendo los extremos que dicha regulación debería contener.

After describing some of the reasons that explain the absence of an authentic development of the local revenue share in the taxes of the Autonomous Regions, the article analyzes the constitutional competences that might enable an intervention of the Central State directed to achieve the effective implementation of this financial resource, which art. 142 of the Spanish Constitution states as fundamental for the guarantee of the local financial sufficiency, proposing at the same time the terms that the above mentioned regulation should contain.
