Las excesivas competencias de la dirección de centros en la Comunidad Valenciana

Abstract

La Ley Orgánica 2/2006, de 3 de mayo, de Educación, modificada por la Ley orgánica 8/2013, de 9 de diciembre, para la Mejora de la Calidad Educativa, en su texto consolidado, subraya como factores clave transformadores del sistema educativo, la autonomía de los centros y el liderazgo de sus directores-as. Esta autonomía se ve truncada por la extensa, y a veces, complicada tarea administrativa que desarrollan las distintas normas establecidas en forma de Competencias del director-a. Esta Ley consolidada incluye una serie de normas o competencias que tienen un gran componente de carácter administrativo. Por un lado, las atribuciones diferidas en materia de educación en la Comunidad Valenciana, dan lugar a dos Decretos que establecen similar articulado en cuanto a las competencias de los directores-as. Por otro lado, encontramos el Decreto 233/1997, el cual establece el reglamento orgánico y funcional para las escuelas de educación infantil y de los colegios de educación. The Organic Law 2/2006, of May 3, of Education, modified by the organic Law 8/2013, of December 9, for the Improvement of the Educational Quality, in his consolidated text, underlines as key factors transformers of the educational system, the autonomy of the centers and the leadership of his directors - aces. This consolidated Law includes a series of procedure or competitions that have a great component of administrative character. On the one hand, the attributions deferred as for education in the Valencian Community, give place to two Decrees that they establish similar articulated as for the competitions of the directors - aces. On the other hand, we find the Decree 233/1997, which establishes the organic and functional regulation for the schools of infantile education and of the colleges of education.
