Morocco at the European Neighbourhood Policy: The settlement of a privileged relationship

Abstract

The current article analyses the EU–Morocco relationship in the framework of the European Neighbourhood Policy (ENP) during its first five years. The aim is to prove that Morocco has settled a privileged relationship with the EU due to its collaboration in the migration and security field. The paper analyses the unilateral European conception of the migration and security policy and its implementation within the bilateral framework of the ENP in the Euro-Moroccan relations. At the same time, the Moroccan strategies to consolidate the privileged relationship by cooperating in some fields and not in others are examined

Este artículo analiza las relaciones UE-Marruecos en el marco de la Política Europea de Vecindad (PEV) durante sus primeros cinco años. El objetivo es probar que durante este periodo Marruecos consiguió consolidar una relación privilegiada con la UE como consecuencia de su colaboración en los ámbitos de política migratoria y seguridad. El artículo analiza la concepción unilateral de la política migratoria y de seguridad por parte de la UE y aplicación dentro del marco bilateral de la PEV en el caso euro-marroquí. Igualmente, nos aproximaremos a las estrategias marroquíes con el fin de consolidar la relación de privilegio a través de la cooperación selectiva en ciertos ámbitos y no en otros
