España y la alianza para el gobierno abierto: Algunos apuntes para 2017

Abstract

Este texto hace un repaso por el papel de España dentro de la Alianza para el Gobierno Abierto (OGP Open Government Partnership), identificando los retos de cara al año 2017. Comienza con una breve descripción sobre qué es la OGP, sus planes de acción nacionales así como el programa piloto subnacional. Luego, entra en materia hablando sobre la postergación del tercer plan de acción de España en Gobierno Abierto, indicando algunos avances y cuestiones pendientes en atención al principal compromiso del segundo Plan de Acción -el lanzamiento del portal de la transparencia- así como el rol del Consejo de Transparencia y buen Gobierno. Este texto finaliza con algunas recomendaciones y conclusiones respecto de la continuidad, el aprendizaje incipiente y los desafíos de España en gobierno abierto hacia el futuro inmediato

This text reviews the role of Spain within the OGP Open Government Partnership, identifying the challenges facing the year 2017. It begins with a brief description of what the OGP is, its national action plans as well as the subnational pilot program. He then goes on to talk about the postponement of the third action plan of Spain in Open Government, indicating some progress and pending issues in view of the main commitment of the second Action Plan -the launch of the transparency portal- as well as the role Of the Transparency and Good Governance Council. This text concludes with some recommendations and conclusions regarding the continuity, the incipient learning and the challenges of Spain in open government towards the immediate future
