El buzón ético y de buen gobierno del ayuntamiento de Barcelona

Abstract

La Oficina para la Transparencia y las Buenas Prácticas del Ayuntamiento de Barcelona tiene como función principal el control de gestión, análisis e impulso y coordinación de la transparencia municipal. En el mes de enero de 2017, esta Oficina puso en marcha el Buzón Ético y de Buen Gobierno, un canal con la ciudadanía para poder comunicar malas praxis o información útil para la investigación de conductas irregulares que garantiza la confidencialidad y la indemnidad del comunicador. De esta manera, Barcelona se convierte en la primera ciudad de España en crear un dispositivo digital como el buzón, utilizando un software libre que permite el uso de la red TOR y que garantiza el anonimato del comunicante. El Buzón Ético y de Buen Gobierno es la herramienta que mejor concentra el anhelo de dotar la administración pública de iniciativas perdurables en el ámbito de la transparencia y las buenas prácticas

The primary function of the Transparency and Good Practices Office of the Barcelona City Council is the control, analysis, promotion and coordination of the transparency at municipal level. In January 2017, this Office put into operation the Ethical and Good Government Mailbox, an open channel with the citizenship to report malpractice or useful information for the conduction of investigations about irregular practices that guarantees the confidentiality and the indemnity of the informer. By doing so, Barcelona becomes the first city in Spain to create a digital device like the mailbox, using open source that allows the use of the TOR network and ensuring the anonymity of the informer. The Ethical and Good Government Mailbox is the tool that better concentrates the desire to provide enduring initiatives in terms of transparency and good practices to the public administration
