Abstract

Entre los efectos del cambio climático que ya se están percibiendo se encuentran los movimientos de personas que se ven obligadas a abandonar sus lugares de origen por hacerse inhabitables. Aunque esta situación puede tener muchos grados, el mayor problema desde el punto de vista jurídico se plantea cuando el territorio del Estado deviene inhabitable de manera permanente. Ello obliga a sus ciudadanos a partir a otro Estado, pero el problema es que no existe ningún cauce jurídico específico que contemple dicha situación y las figuras tradicionales –asilo e inmigración– presentan desajustes conceptuales o prácticos
